How do i control my little brother?

I have a two year old little brother, and sometimes he is a perfect kid, in a good mood and nice, but then sometimes he turns into a little brat, hits me with toy trucks, sippy cups, throws his food, climbs all over me, pulls my hair, and so i tell him to stop but he thinks its cute so he keeps doing it. So then I put him in time out, and he scoots out of time out. I have no idea how to control him without him throwing a temper tantrum, because i have to watch him sometimes when my parents are asleep for work and he screams like a fire engine, and I cant get him to shut up. And i try everything. Time out. Yelling. Talking calmly. Ignoring him. Any tips please?
