Long distance bf wants me to move to be with him, but picked an apartment to move to that I said I didn't want?

My bf and I have been dating long distance for about 3 years, and we were talking about me moving there to live with him within the next year. This involves me quitting my job and moving away from where I want to live to be where he is. However, he went and looked for a new apartment to live in without me since he didn't want to renew his current lease. I'd seen the apartment before and had told him several times that didn't want to live there and didn't like it not only bc it used to be an old hospital remodeled, but is next to an electric plant. Regardless, he really liked the apartment and signed the lease and is moving despite what I say. I feel like unilateral decisions like this that affect both of us like this show that he isn't really that serious about living together and getting married. I also don't feel like making all these changes until we are engaged. Are these well-founded worries?
