Does this guy like me or does he just want to be friends ?

He's not the boy I have a crush on but he's still cute and nice. I often see his eyes traveling over to look at me, and at Sunday school he tends to scoot over next to me. He smiles at me a lot tends to wave at me. He's the kind of shy quiet guy so he rarely talks to me . What do you think ?
